The line outside 8100 Elk Grove Blvd. started forming at about 5 a.m. on September 16, according to Assemblymember Stephanie Nguyen in the Elk Grove Citizen's coverage of the opening. When Whole Foods Market opened its doors around 9, at least 200 people were waiting. The company says the nearest Whole Foods before that day was at 4315 Arden Way in Sacramento.
A long line for a grocery store makes sense once you look at the rest of the year. Most of what arrived on Elk Grove Boulevard in 2026 had previously been closest somewhere else. The library also moved into a bigger building farther down the same road. That move left the boulevard with one address still waiting on a decision, the old library building at the entrance to Old Town.
The Village sits west of Highway 99 at Big Horn and Elk Grove boulevards, and Pappas Investments is the company overseeing the project. Its first business opened in February, and by mid-September both Whole Foods and Barnes & Noble were open. Businesses opened one or two at a time over those months:
| Opening date (2026) | Business | Address |
|---|---|---|
| February 19 | Chick-fil-A | 8140 Elk Grove Blvd. |
| June 22 | Yard House | 8190 Elk Grove Blvd. |
| June 22 | Mendocino Farms | The Village |
| July 8 | Philz Coffee | 8170 Elk Grove Blvd., Suite 100 |
| August 5 | Shake Shack | 8150 Elk Grove Blvd. |
| September 15 | Barnes & Noble | The Village |
| September 16 | Whole Foods Market | 8100 Elk Grove Blvd. |
The Elk Grove Citizen called Chick-fil-A The Village's first business to open. SchoolsFirst Federal Credit Union was also open by June, the paper reported. An earlier ABC10 report on The Village expected several of these tenants in spring 2026 and Whole Foods in summer. The actual openings came later and spread across most of the year.
The "used to be elsewhere" pattern shows up in more than the grocery store. The Citizen's Philz story said the closest existing Philz cafes are in Midtown Sacramento, South Land Park and Davis. Whole Foods says the Elk Grove store is the fourth in the Sacramento region and its 94th in California. It is open from 8 a.m. to 9 p.m. every day. Store team leader Anthony Galoi told ABC10 that the store has "our full-service hot food bar, salad bar, pizza bar, sandwich bar," along with dry-aged meat. The jobs are mostly local too. A Whole Foods spokesperson told the Citizen that 65% of the store's 175 employees were hired from the local area.
The library's move followed the same pattern on the civic side. The new building opened for the same basic reason: the old one couldn't hold what Elk Grove needed.
The City's project history says the City helped relocate the Elk Grove branch to 8900 Elk Grove Blvd. in 2006, at a prominent corner at the entrance to Old Town. Sacramento Public Library dates the opening of the two-story building there to 2008. A 2018 study found the community had outgrown that site. In early 2021, the City bought the former Rite Aid building at 9260 Elk Grove Blvd. It needed a full interior renovation, plus parking lot and landscaping improvements, before the library could move in. The grand opening was Saturday, October 10, and the City now lists the branch as open and fully operational.
Sacramento Public Library's announcement lists what fills the 18,147 square feet:
The hours are worth saving before your first visit. The Elk Grove branch page lists Tuesday through Saturday, 10 a.m. to 6 p.m., closed Sunday and Monday. The library has closed the old branch at 8900 Elk Grove Blvd.
The new library leaves the old 8900 building empty, and the City has spent most of 2026 asking residents what should go there. The project is called Beyond Books: Reimagining 8900 Elk Grove Blvd. The City has also said it is looking at new uses for the former Teen Center building on Historic Main Street.
According to the City Manager's update, outreach ran from April through September 2026. It included four youth sessions with 71 participants, four summer pop-ups, focus groups with nonprofits, businesses and City staff, and three community workshops at District56. The community-wide survey closed in September with 333 responses. The same requests came up across every group:
These are community requests, not adopted plans. Staff were scheduled to present the results at the October 28 City Council meeting and then hire an architecture firm for a feasibility study. The project page originally targeted December 2026 for recommendations to Council, so the posted schedule has already shifted once.
The list says a lot about the year. The Village brought in coffee, burgers, books and groceries. The requests for 8900 are for things none of those businesses provide: teen space, teaching kitchens and free meeting rooms.
The rest of 2026's boulevard changes are still dates on a calendar. Two more tenants have been named for The Village:
East of 99, Old Town is next. The City's Main Street and Elk Grove Boulevard streetscape project lists construction starting in December 2026 and finishing in spring 2028. Those dates have no posted publish date and could change. Crews are expected at the Old Town end of the boulevard for about a year and a half. They will be working near the corner where the City is deciding what comes after the library.
There's also a smaller project on the north side of town. A City notice lists a northbound lane closure on Elk Grove Florin Road between Bond and Campbell, on weekdays as needed, through December 13, 2026.
District56 hosted the Beyond Books workshops, and it also has a Halloween event this week. Hallo-Palooza and Trunk-or-Treat runs Friday, October 30, from 5 to 8 p.m. at District56, 8230 Civic Center Drive. The Hallo-Wine Trail 2026 runs October 29 through November 1 at participating Elk Grove wineries. Christopher Cellars at 9654 Bradshaw Road has a Halloween party listed for October 30. Event listings can change, so check the host's page before you go.
